Charging Deserts: The Rural Gap in Britain's EV Network
Britain now has 175 public chargers per 100,000 people, but the average hides a two-speed country. Where the gaps are, why they persist, and what is being done about them.
Headline charging statistics have become a victory lap: 121,171 public chargers as of 1 July, 174.9 per 100,000 of population, a network that grew 10% in a year. But an average is a way of hiding a distribution, and the distribution of Britain's charging network is anything but even. Per head of population, London enjoys roughly three times the chargers of the North East, and the pattern repeats across the country: cities have choice, market towns have a fast charger behind the Tesco, and the villages in between have their own driveways or nothing.
Whether that counts as a crisis depends on a question most coverage skips: who actually needs public charging?
Why the gap exists
The economics of a charge point are the economics of any shop: it needs passing trade. An ultra-rapid hub on a motorway roundabout serves hundreds of cars a day; a charger in a village of 300 people serves whoever lives there. Private operators, who fund the bulk of the network, go where the utilisation is, and utilisation lives in cities and along trunk roads. That is not negligence, it is arithmetic, but the result is the same: rural areas waited for the market to arrive and the market is still en route.
The second reason is housing. Rural homes are more likely to have a driveway, which sounds like an advantage, and it is, for the household that owns it. But it means rural public demand is thin, because most rural EV drivers charge at home overnight and rarely touch the public network. Urban flats, which lack driveways, generate the heavy public demand that justifies chargers, which is why on-street charging grew fastest in exactly the cities that already had the most of it. The network is following need, and rural need is muted by home driveways.
Who is actually affected
Three groups feel the gap, and they are worth naming precisely.
First, rural households without off-street parking, the minority for whom the driveway advantage does not exist. For them the options narrow to a shared or on-street charger that may not exist in their parish. The policy answer arriving for this group is the expanded grant covering home charge points for renters and flat occupants, though that helps only where a home is physically capable of hosting one.
Second, rural businesses that run vehicles. A plumber in Cumbria can charge a van overnight at the depot exactly as a plumber in Croydon does, but a business without premises charging depends on a public network sized for pass-through traffic, not daily fleet use.
Third, and most visibly in summer, visitors. A family driving an EV to Snowdonia or the Yorkshire coast depends on destination charging at their accommodation and enough rapid cover to feel safe. Tourism businesses have noticed: where a hotel installs chargers, it captures the electric traveller, and the growth in destination chargers is fastest precisely where tourism income gives businesses a reason to invest.
What is being done
The gap has not been ignored, it has been underfunded. The Local Electric Vehicle Infrastructure fund exists precisely because the market under-serves areas where commercial charging does not stack up, backing council-led on-street and community hub projects in England. Government's stated target of 300,000 public chargers by 2030 is explicit about geographic coverage, and grant schemes for cross-pavement charging solutions are aimed at the terrace-and-cottage problem of homes whose cable would otherwise cross a public footway.
The market is filling part of the gap too. Rural pub, hotel and attraction chargers are commercial propositions now, because a charger brings customers who spend 40 minutes and a meal while they wait. As charging hubs proliferate, the rural model is less the urban kerbside charger and more the destination pair: a rapid at the retail park that serves the region, and slow chargers at the places people actually stop.
If you live in the gap
Practical guidance differs depending on which of the three groups you sit in.
If you have a driveway, the best move remains the one most rural drivers have already made: a home charge point, where the expanded grant covers a meaningful share of the install cost for renters and those in flats, and where overnight tariffs make every morning start full. If you do not have off-street parking, your council is the place to start, because the LEVI fund money flows through local authority projects and several councils maintain registers of residents who want on-street charging, which is exactly the demand evidence that unlocks the next tranche of installations.
And if your stake in the question is seasonal, a caravan in Pembrokeshire or a week in the Lakes, plan around destination charging rather than rapid coverage: the accommodation with its own chargers is now easy to find, and choosing it is itself a signal that accelerates the build-out, because a charger that earns its keep this summer gets siblings next summer.
The honest read
The rural charging gap is real, but it is a different problem from the one the word desert implies. A rural driver with a driveway, which is most of them, has the best charging setup in the country: a full tank every morning at 7p per kilowatt-hour and almost no need for the public network at all. The genuine gaps, for renters, for fleet users, for visitors in peak season, are narrower than the map suggests and closing, if more slowly than in cities. Britain does not have a rural charging desert. It has a rural charging specificity, and the next three years will show whether policy can serve the parts of the country the market reaches last.
